European Commission Announces New Sanctions Against Russia: Details and Consequences

The European Commission has completed preparations for the 17th package of sanctions against Russia, as reported by international news agencies Bloomberg and Reuters. The new package includes restrictions on over 150 vessels related to the so-called “shadow fleet” used by Russia to circumvent oil sanctions. Thus, the total number of sanctioned tankers will exceed 300.

Additionally, the European Commission advocates for sanctions against more than 60 individuals and entities, including about 50 companies, five of which are Chinese, as well as 31 enterprises that support the Russian army or help bypass existing restrictions.

Strengthening Control and Exceptions for Energy Projects

The new package also plans to enhance export controls on dual-use goods and advanced technologies. At the same time, it is proposed to extend the sanctions exemption for the Russian energy project “Sakhalin-2” until June 2026, considering its importance to Japan.

Discussion and Adoption of the New Sanctions Package

Foreign ministers of EU countries may adopt the new sanctions package on May 20 during a meeting in Brussels. Poland, which holds the presidency of the European Council, hopes that the final approval of the package will occur by July 1, before the end of Warsaw’s presidency on June 30.

Ukrainian President Volodymyr Zelensky also announced important diplomatic steps related to new packages of international aid and increasing pressure on Russia.
