Senators Joni Ernst (Republican) and Richard Blumenthal (Democrat) initiated the creation of a $150 million fund in 2025, which will not only monitor the

but also facilitate the interception of vessels transporting raw materials from Russia and Iran to India and China, thereby violating sanctions. The confiscated oil will be sold, and the proceeds are planned to be used to pay down the US national debt.

Ernst noted:

“In addition to dismantling Moscow’s malicious attempts to circumvent American legislation, this law will also provide our country with the opportunity to use confiscated assets to pay down its own debt”
