Ukrainian Refugees in the EU at Risk of Losing Rights After Ceasefire

Millions of Ukrainian refugees currently in the European Union are at risk of losing their residency rights following a potential ceasefire. This is due to the lack of a clear plan from the EU on how they can remain in EU countries, as noted by the publication Euractiv.

Since the start of Russia’s full-scale invasion in February 2022, nearly 4.3 million Ukrainians have sought asylum in Europe. Currently, the EU directive on temporary protection is in effect until March 2026, granting Ukrainian citizens the right to live, work, and access services in the countries where they are located.

According to surveys, in 2023, 77% of refugees planned to return to their homeland, but in 2024, this share decreased to 65%. Another 25% of respondents were undecided about their future, while only 11% last year wished to remain in Europe permanently.

Ceasefire and Its Consequences

A ceasefire could fundamentally change the situation for Ukrainian refugees. EU countries will face a difficult choice: whether to continue temporary protection for Ukrainians or assist them in transitioning to national status for employment, education, or family reunification, while also supporting those who decide to return to Ukraine.

“To continue or not the temporary protection,” stated the European Commission.
