Zelensky Signed a Decree on Auditing State Expenditures to Strengthen Defense

The President of Ukraine, Volodymyr Zelensky, signed a decree that provides for an immediate audit of state expenditures and the reduction of bureaucratic procedures. The document aims to enhance the efficiency of budget resource utilization by maximizing their reallocation to the needs of the defense sector and strengthening the country’s resilience.

Main Tasks for the Government

According to the decree, the Cabinet of Ministers received a number of specific instructions considering its powers and the current threats to national security. In particular, the government is to conduct an audit of the activities of state bodies to avoid duplication of functions, unnecessary obligations, and ineffective use of state funds and labor resources. Special attention is given to deregulation, that is, the cancellation of excessive state regulations that hinder business, as well as preventing unjustified interference by authorities in entrepreneurial activities.

Additionally, the Cabinet is to prepare a list of regulatory acts that require amendments to enhance the effectiveness of public administration.

Deadlines and Expected Outcomes

According to the decree, by September 1, 2025, the government must develop and submit proposals for improving the operation of the state apparatus under martial law. The proposals should provide for more effective budget utilization, the redistribution of funds for defense, support for businesses, and the enhancement of citizens’ welfare.
