Ukrainian oilseed processors have the potential to completely process this year’s harvest, projected at 22 million tons in the 2025-2026 marketing year. According to the Oil Producers Association “UkrOliaprom”, this year’s harvest structure includes 13 million tons of sunflower, 3 million tons of rapeseed, and 6 million tons of soybeans.

Impact of Export Duties on the Oilseed Market
A key factor for the development of domestic processing has been the introduction of a 10% export duty on rapeseed and soybeans. Experts say this decision will not only stimulate an increase in processing volumes but also contribute to the growth of exports of finished products with high added value. However, “UkrOliaprom” notes that at the initial stage, agricultural producers and cooperatives will not direct the entire harvest of soybeans and rapeseed for processing.
Plans for Capacity Expansion and Industry Goals
According to the association’s forecasts, in the 2025/26 marketing year, domestic plants will be able to process 1.5-1.6 million tons of rapeseed and 3-3.2 million tons of soybeans. At the same time, “UkrOliaprom” emphasizes that since 1998, the main goal of the industry has been the implementation of duties on the export of oilseeds, and this goal has now been achieved.
“From now on, the industry association has declared its main task – to maximize processing capacity”.
Thus, the Ukrainian oil and fat industry is focusing on further increasing processing volumes and enhancing the export potential of products with high added value.
