Housing Construction in Ukraine Increased by 45% in the First Half of 2025

In the first half of 2025, Ukraine is experiencing a significant increase in the pace of residential real estate construction. The total area of residential buildings for which construction permits have been issued has risen by 45% compared to the same period in 2024, amounting to 2.965 million square meters. Notably, there has been a remarkable increase in the construction of apartment buildings — by 45.8%, reaching 2.86 million square meters. The number of apartments declared at the initial stage of construction has surged by 51.5%, totaling 33,000.

Leaders and Laggards Among Regions

The Kyiv region confidently leads in new residential construction, with 904,900 square meters of housing declared (15,500 apartments), which is 130% more than in the first half of last year. The Lviv region also shows steady growth — up by 65%, to 540,700 square meters (6,900 apartments). In the Ivano-Frankivsk region, the volume of new construction has increased by 8%, amounting to 234,600 square meters (3,800 apartments).

At the same time, the Vinnytsia region has recorded a decrease in construction volumes by 38.7% — down to 130,900 square meters (2,900 apartments). In Kyiv, the area of new residential construction nearly doubled over the six months of 2025, reaching 367,200 square meters (4,200 apartments).
