In the third quarter of 2025, developers received nearly ₴3 billion under the ‘eOselya’ program

In the third quarter of 2025, within the framework of the state mortgage lending program ‘eOselya’, 2,418 loans were issued totaling over ₴4.5 billion. Of this amount, approximately ₴2.9 billion was allocated for the purchase of housing in the primary market and completed projects from developers.

Increase in Developer Participation in the Program

As reported by the Chairman of the Board of ‘Ukrfinzhytlo’, Yevhen Metzger, during the LUN Conference 2025, the number of developers involved in the program is steadily increasing. In 2024, about 90 developers and 200 projects were accredited for purchasing housing with a mortgage, while in 2025, an additional 25 developers and 60 projects joined them. In total, the program currently includes 106 accredited developers and 259 construction projects. The average level of project readiness is 75%.

Regional Distribution and Market Leaders

The vast majority of accredited developers operate in the Kyiv region — over 50, in Lviv — 25, and in the Khmelnytskyi region — 5. The undisputed leader among construction companies is ‘Intergalbud’, which accounts for about 20% of all transactions under the program for projects currently under construction. The second position is held by the Ivano-Frankivsk company blago, with the amount of issued loans reaching ₴1.2 billion. The top five also includes FC ‘Osnova’ (Kyiv) with ₴893.3 million, ‘DBK-Partner’ (Kyiv) — ₴338 million, and EKO-DIM (Lviv region) — ₴169 million.
