Ukraine and Qatar Renew Concession of the Olvia Port and Attract Investments

Україна та Катар перезапускають першу угоду про концесію морського порту.

The Ministry of Communities and Territories Development of Ukraine, together with the Qatari company QTerminals and its subsidiary QTerminals Olvia, has signed a memorandum of cooperation that aims to restart the concession project at the specialized seaport “Olvia” in Mykolaiv region. The signing of the document confirmed the parties’ commitment to resume the port’s operations after a hiatus caused by the full-scale aggression of the Russian Federation.

History of the Olvia Port Concession Project

The Olvia port facilities were transferred to the concession of QTerminals Olvia on December 1, 2021, for a period of 35 years. The investment package that the company was to implement was estimated at 3.4 billion hryvnias. This project became the first concession experience in Ukraine’s maritime sector, paving the way for private investments in port infrastructure development.

New Opportunities for Public-Private Partnership

The ministry noted that starting from October 2025, the Law on Public-Private Partnership will come into effect in Ukraine. It will allow for adjustments to the terms of concession agreements in case of force majeure circumstances, temporarily suspending contract actions and revising financial indicators.

“Concession agreements are an effective tool that allows for attracting investments and ensuring the restoration and development of Ukraine’s infrastructure. We are considering the possibility of signing memorandums between ports to establish sister port statuses, which will open new horizons for cooperation, allow for experience exchange, and jointly develop maritime logistics,” emphasized the ministry.

The introduction of new approaches to public-private partnerships and the expansion of cooperation with foreign companies are aimed at facilitating the modernization of transport infrastructure, attracting investments, and strengthening Ukraine’s position in the global maritime transport market.
