The Ministry of Community and Territorial Development of Ukraine, in partnership with the SPARC program, has announced a competition for cities aimed at enhancing energy efficiency and developing municipal enterprises. The support that Ukrainian cities will receive includes expert and technical assistance in energy planning, modernization of heating supply systems, implementation of digital solutions, as well as facilitation in the preparation and implementation of investment projects involving international financial organizations. Other tools for the development of municipal infrastructure are also provided. Applications for participation in this competition can be submitted until October 3, 2025.

Successful Examples of Energy Efficiency Initiatives in the Regions
At the same time, energy efficiency projects are actively being implemented in various regions of Ukraine. In the city of Chortkiv in the Ternopil region, thanks to grant support from international partners exceeding €500,000, three solar power plants with a total capacity of 340 kW have been installed. These facilities will provide about 20% of the energy consumption for the city’s water supply and sewage systems. A significant contribution to the project’s implementation was made by the Nordic Environment Finance Corporation (NEFCO), which is also implementing similar initiatives in other regions, including the Pervomaisk community in the Mykolaiv region.
Cities will receive comprehensive support: expert and technical assistance in energy planning and heating supply; implementation of digital solutions for system modernization; support in the development and implementation of investment projects involving international financial organizations; other tools for the development of municipal enterprises.
Vinnytsia Develops Its Own Solar Energy
In Vinnytsia, within the framework of the municipal energy efficiency support program, a major manufacturer of heating and heating equipment, “Termiya,” has installed its own solar power plant with a capacity of 236 kW. This step allows the enterprise to reduce energy resource costs and make production more environmentally friendly.
