The Cabinet of Ministers has made important decisions aimed at improving conditions for the development of Ukrainian business and entrepreneurship. One of the main steps will be the launch of an experimental project for the digitalization of government-business interaction through the innovative system “Pulse” starting January 1, 2026.

New Tools for Regulation and Support
A Risk Management Module has been implemented in the Integrated Automated State Supervision System, which will allow for the automatic identification of enterprises to be included in the inspection plan across 85 different areas of activity. This will contribute to more effective and transparent oversight by the government.
To protect the interests of domestic producers, the government has strengthened control over compliance with localization requirements during public procurement funded by the state.
Financing, Demining, and Privatization
The state program “Affordable Loans 5-7-9%” is now also extended to areas with active combat operations. Enterprises that have already benefited from state support in 2022-2024 in frontline territories will have the opportunity to refinance debts on preferential terms.
From now on, permitting procedures for participants in the fishing industry have been simplified, which is expected to positively impact the development of the sector.
Households will have the opportunity for state compensation for demining agricultural land, which is particularly relevant for regions affected by military actions.

In the area of privatization, the Cabinet of Ministers has decided to sell the state share in the enterprise “Sumykhimprom”. The starting price is over 1 billion hryvnias.
