Ukraine is Developing the Employment Strategy 2030 and Creating ‘Green’ Jobs

Україна готує Стратегію зайнятості 2030 та створюватиме "зелені" робочі місця для стимулювання розвитку економіки.

The Ministry of Economy has initiated public discussions on the initial drafts of Ukraine’s Employment Strategy until 2030. This strategic document will serve as a key tool for stimulating economic growth, reducing unemployment, expanding employment opportunities, and increasing labor market flexibility. The implementation of the Strategy is also part of Ukraine’s international commitments under the Ukraine Facility plan.

Main Goals of the New Employment Strategy

As a result of the discussions held, four main strategic tasks have been identified:

  1. Increasing economic activity among the population.
  2. Overcoming imbalances between demand and supply in the labor market.
  3. Strengthening the institutional capacity of government bodies and implementing digitalization.
  4. Integrating European Union standards into employment policy.

Formation of ‘Green’ Jobs and Increasing Salaries

Ukraine also plans to actively develop ‘green’ jobs aimed not only at restoring infrastructure after the war but also at transforming the economy into a more environmentally responsible, innovative, and inclusive one for all citizens. According to forecasts, the country’s recovery process is capable of creating up to 4.2 million new jobs, of which approximately 1.2 million will be in the sustainable development sectors.

To attract personnel to the construction industry and the production of building materials, the Ministry of Development has signed a new agreement with the trade union regarding a significant increase in minimum wages in these sectors — by 100%. The guaranteed rate for workers is now set at 401% of the minimum subsistence level (₴12,142), whereas previously this figure was at 231% (₴6,995).

Ukraine plans to create ‘green’ jobs. This is not just about restoring infrastructure after the war, but also about making the economy environmentally friendly, open to innovation, and equitable for all citizens.
