As of early June 2025, there are 28,300 individuals in Ukraine engaged in independent professional activities and classified as self-employed. These professionals do not have the status of individual entrepreneurs but work independently. This figure is the highest recorded in the last five years.

Growth of Self-Employment and Regional Distribution
The previous peak in the number of self-employed was recorded in November 2021, when there were 27,900. Since the beginning of the full-scale invasion, the number of self-employed professionals has increased by 1,100, which is approximately 4%. The largest number of self-employed specialists works in the capital, Kyiv, where 4,200 individuals are registered. Dnipropetrovsk region ranks second with 2,500 self-employed, while Odesa region is third with 2,400 individuals.
Dynamics of Tax Revenues
In the first five months of 2025, self-employed citizens of Ukraine paid 292.29 million hryvnias in taxes to the budget, which is 33% more compared to the same period last year. For the entire year of 2024, the total tax revenue from this category amounted to 603.16 million hryvnias — this is 60% higher than the figure for 2023 and 20% higher than the volumes recorded before the start of the full-scale war.
It is noted that this is a record figure for the last five years.
