In Ukraine, the third quarter of 2025 has seen a rapid increase in small business registrations. During this period, Ukrainians registered 77,400 individual entrepreneurs (IEs), which is 25% higher than the previous quarter. Compared to the same period last year, the number of new IEs has increased by almost 38%.

Dynamics of Business Openings and Closures
Alongside the increase in new registrations, the level of business closures has remained stable. In the third quarter of 2025, 52,200 entrepreneurs ceased their activities. As a result, the difference between opened and closed IEs was about 25,000 in favor of new registrations. This indicates a significant expansion of small businesses: for every three closures, there are approximately 4.5 new openings.
Record Growth in Key Sectors
Particularly significant growth in registrations is observed in certain sectors. Specifically, in the courier and postal sectors, the number of new IEs increased 22 times compared to the third quarter of 2024. Equally impressive is the growth in the support of theatrical and concert events — by 1,200%. A significant boost has also been recorded in manufacturing and technical fields: technical testing and research increased by 500%, and the production of metal tanks, reservoirs, and containers grew by 400%. Noticeable growth is also seen in vocational education (+350%) and in the mediation of industrial equipment trade (+344%).

Overall, today small businesses are quickly responding to the challenges of wartime and are contributing to the development of logistics, manufacturing, technological services, and educational offerings.
