Pakistan has launched a large-scale government program to support the cryptocurrency industry by allocating 2000 megawatts of electricity for Bitcoin mining and the development of artificial intelligence infrastructure. This initiative aims not only to legalize the use of cryptocurrencies in the country but also to attract foreign investments and create new jobs in the technology sector.

Plans for the Development of the Crypto Industry and AI

In the first phase of the program’s implementation, under the management of the Pakistan Crypto Council and with the support of the Ministry of Finance, it is planned to utilize the capacities of three coal-fired power plants — Sahiwal, China Hub, and Port Qasim. Currently, these facilities are operating at only 15% of their maximum capacity. It is expected that the excess energy will be directed towards the creation of data centers for mining and artificial intelligence development.

Attracting Investments and Market Formation

The initiative aims to monetize energy surpluses and create high-paying jobs in the IT sector. According to experts, there are already between 15 to 20 million cryptocurrency users in Pakistan. The government plans to establish a comprehensive regulatory framework for the crypto market, which will enable the attraction of global capital and strengthen an economy that was on the brink of default in 2023.

«The federal government of Pakistan is striving to attract investments to strengthen an economy that nearly faced default in 2023. It is estimated that there are between 15 to 20 million cryptocurrency users in the country. Now the authorities intend to create a regulatory framework for the development of the local crypto ecosystem and attract global capital,» — stated Bloomberg.

The Ministry of Finance has already reported interest from international companies specializing in mining and data processing infrastructure, although the exact names of such companies have not yet been disclosed.

Earlier, in April 2025, it was announced that former Binance CEO Changpeng Zhao had been appointed to the Pakistan Cryptocurrency Council, indicating the seriousness of the country’s intentions in developing this direction.
