Advantages of Primary and Secondary Real Estate in Ukraine in 2025

According to recent studies, Ukrainians are increasingly favoring the secondary housing market due to economic challenges, including low incomes and rising real estate prices. At the same time, the primary market remains attractive for those who value comfort and are willing to invest more in new housing, analysts note.

Advantages and Disadvantages of Primary Housing

According to a survey, 61% of respondents are considering the possibility of purchasing housing in both the primary and secondary markets. Only 14% focus exclusively on new housing, while 24% target the secondary sector. However, the primary market has its risks: 69% of Ukrainians are concerned about the risk of unfinished construction, and 61% worry about delays in the delivery of properties. Other significant drawbacks include high costs (42%), expenses for repairs and furniture (38%), waiting for the completion of construction and repairs (42%), and distance from the city center (21%).

Advantages and Popularity of Secondary Housing

Housing in the secondary market offers the possibility of immediate occupancy — this advantage is cited by 68% of respondents. Other important factors include the ability to assess the actual condition of the property (57%), established infrastructure (51%), and a wide selection of neighborhoods (34%). Buyers often also pay attention to lower prices, which is an important factor when choosing housing. Most Ukrainians plan to spend up to $30,000 on purchasing their own property (44%), while 35% aim for up to $60,000. Meanwhile, 52% focus only on housing built after 2011, while others look for options built between 1991 and 2010.
