Cabinet Simplifies Import of Equipment for Large Investment Projects

The Cabinet of Ministers of Ukraine has approved changes that significantly ease the import of equipment for the implementation of investment projects with substantial capital investments – starting from 12 million euros. The new rules provide for an extension of the deadline for submitting information about the list and volumes of equipment to the Ministry of Economy: now, instead of five days, companies have up to 12 months for this procedure. The government has also clarified the approaches to determining the value of imported equipment.

Clarified Requirements for Valuation of Equipment

From now on, the value of equipment imported within the framework of investment projects must be indicated in the currency of the contract and simultaneously in hryvnias according to the official exchange rate of the National Bank of Ukraine on the date of submission of the information. This is intended to eliminate discrepancies between the preliminary and actual customs value, which often caused administrative difficulties for investors.

“The government has already signed a number of agreements with companies that provide for state support for projects with significant investments. These agreements include plans for the construction of a soybean processing plant, the largest water park in Eastern Europe at the ski resort ‘Bukovel,’ and the GORO Mountain Resort.”

Extension of Credit Support for Farmers

In addition to changes regarding the import of equipment, the Cabinet has extended until March 31, 2027, the possibility for farmers to extend loans received under the ‘5-7-9%’ program during the period from 2022 to 2025. This step will help avoid the risk of default on loan obligations in 2026, as well as support the continued operation of agricultural enterprises in wartime conditions and assist them in restoring damaged production capacities.
