According to recent data, the only sector of the Ukrainian economy experiencing growth in employment is public administration and defense. Currently, the number of people employed in this sector stands at 2.6 million, which accounts for 23.8% of the total employed population. This growth is attributed to the large-scale mobilization into the Armed Forces of Ukraine.

In other sectors of the economy, a decline in employment is observed. According to a study by KSE, the most significant reduction occurred in industrial sectors (mining and manufacturing), where employment decreased by 37%. In the social sector, particularly in education and healthcare, the decline is 11%. Such changes indicate a critical drop in overall economic productivity.
The Need for Reforms in Social Policy
In light of this situation, urgent measures are required to strengthen social support, as well as a transition to a productivity-oriented system. The study emphasizes the necessity of revising approaches to post-war labor market recovery.
Labor Shortage in Russia
Meanwhile, the situation in Russia is no less alarming. According to reports, last year, the labor shortage in Russia reached a record 2.6 million people, which is 17% more than in 2022. If this trend continues, over the next five years, the shortage of personnel in Russia could increase to four million. The main causes of this labor crisis are mobilization and the mass emigration of highly qualified specialists.
