European Banks Allocate €250 Million to Ukraine for Housing and Infrastructure Recovery

Європейські банки надають Україні сотні мільйонів євро на житло для переселенців та відновлення критичної інфраструктури.

European banks are providing significant financial assistance to Ukraine for housing for internally displaced persons and the restoration of critical infrastructure. In particular, Ukraine will receive €50 million from the Council of Europe Development Bank (CEB) to implement a subsidized mortgage program for families of internally displaced persons (IDPs).

“These funds will enable approximately 1,100 IDP families to access affordable housing by 2025,” noted the Ministry of Community and Territorial Development.

This is already the second phase of cooperation between Ukraine and the CEB within the framework of the project “Housing for Internally Displaced Persons.” It is planned that borrowers among IDPs will be able to obtain housing loans at a fixed rate of 3% per annum for a term of up to 30 years with a minimum down payment of 6% of the selected housing cost.

Additionally, the European Investment Bank will provide Ukraine with €200 million for the restoration of water supply, heating, and social infrastructure damaged during the war. Two agreements have been signed:

  • The first agreement allocates €100 million for the restoration of water supply and drainage systems;
  • The second agreement provides another €100 million for the repair and modernization of water and heating supply facilities, as well as housing stock and social infrastructure.
