Preferential Mortgage Program «eOselya» in 2025: Over 7,000 Ukrainians Received Loans, and Housing Supply Increased

In 2025, the state mortgage program «eOselya» continues to show growing popularity among Ukrainians. Since the beginning of the year, over 7,024 citizens have already taken advantage of the opportunity to obtain a preferential loan for purchasing housing. The total amount of loans issued reached 13.3 billion hryvnias, indicating a significant demand for affordable financing for real estate purchases.

Most Active Regions and Housing Structure

The leaders in the number of issued loans remain Kyiv region and the capital, where 41 and 38 mortgage agreements were registered, respectively. Lviv region ranks third with 11 loans issued. Among the applicants, 126 people purchased housing on the primary market, of which 50 properties are still under construction, while 67 loans were issued for the purchase of real estate on the secondary market.

Increase in Housing Supply

Analytics indicate a noticeable increase in the supply of housing available for purchase through «eOselya». Over the year, the number of offers has increased across all segments, with the most significant growth in private houses and one-bedroom apartments. Experts explain this by stating that one-bedroom apartments remain the most budget-friendly and popular option for starting out, while private houses are becoming leaders due to the growing demand for autonomy and independence among Ukrainians.

“This is explained by the fact that a one-bedroom apartment is often the starting and most budget-friendly option for purchase. Houses have risen to the top due to increased demand for autonomy among Ukrainians,” say the experts.

From October 2024 to October 2025, the number of listings for houses available for purchase under the «eOselya» program increased by 231%, reaching 5,307 offers across Ukraine. The number of listings for one-bedroom apartments increased by 168% to 5,030, two-bedroom apartments by 188% to 4,104, and three-bedroom apartments by 166% to 2,102 listings. As a result, the total number of housing offers available for purchase under the program grew from 5,800 to 17,000 within a year.

The largest increase in the number of listings was noted in Kropyvnytskyi (+369%, to 61 listings), Kharkiv (+287%, to 1,141), Vinnytsia (+272%, to 238), Khmelnytskyi (+270%, to 311), Sumy (+254%, to 223), and Odesa (+243%, to 576).
