EU Reduces Imports from Russia by 86% After the Start of the War: Key Trends

Over the three years following the start of Russia’s full-scale invasion of Ukraine, European Union countries have significantly reduced their import volumes from the Russian Federation. According to Eurostat, from the first quarter of 2022 to the first quarter of 2025, imports of goods from Russia to the EU decreased by 86% – from €30.58 billion to €8.74 billion.

Structure of Russian Imports to the EU

The largest share of Russian goods exported to the European Union has traditionally been occupied by energy resources and raw materials. The most significant reduction was recorded in oil supplies: Russia’s share in the EU market fell from 28.74% in 2021 to 2.01% in 2025, while the value of supplies decreased from €14.06 billion to €1.48 billion.

There was also a substantial decrease in the import of natural gas from Russia – from 48% to 17%. Additionally, the share of Russian iron and steel fell by 10.57 percentage points (from 18.28% to 7.71%). Despite the overall trend of decreasing supplies, Russia maintains its leadership in supplying mineral fertilizers to the EU: its market share has only slightly decreased – from 28.15% to 25.62%.

Trade Dynamics with the USA and India

A similar trend is observed in Russia’s trade with the United States of America. During the analyzed period, exports of Russian goods to the USA decreased from $14.14 billion in 2021 to $2.5 billion in the first half of 2025. In 2024, American companies purchased Russian fertilizers worth $1.27 billion, enriched uranium and plutonium worth $624 million, and palladium worth $878 million.

At the same time, India, unlike the EU and the USA, significantly increased its import volumes from Russia: from $8.25 billion in 2021 to $65.7 billion in 2024, indicating a strengthening of economic cooperation between the countries. The main import item remains oil, with purchases increasing from $2.31 billion to $52.2 billion.

According to Eurostat, from the first quarter of 2022 to the first quarter of 2025, imports from Russia decreased by 86%.
