The Cabinet of Ministers of Ukraine has allocated over ₴1.28 billion from the Fund for the Elimination of the Consequences of Armed Aggression to complete 23 reconstruction projects that were initiated in previous years. The main goal of this funding is to finish the construction of 20 multi-apartment residential buildings in four regions of Ukraine.

Additionally, these funds will be used to complete a medical facility in Sumy Oblast and two educational institutions in Chernihiv Oblast. The government also approved the procedure for using ₴128 million, which is allocated in the state budget for financing railway infrastructure development projects in cooperation with the European Union.
Planning New Infrastructure Projects
Furthermore, the company Autostrada began construction in March on a new water pipeline, 67.8 km long, which will supply drinking water to the city of Mykolaiv. This became necessary because the city had only received technical water for three years due to the destruction of infrastructure by Russian forces. The project, costing ₴6.227 billion, is planned to be completed in five months.
“Last year, under the budget programs of the Ministry of Development related to reconstruction, 640 projects were financed for a total of ₴17.7 billion with available funding of about ₴25 billion,” the statement reads.
Obstacles to Financing
Among the reasons for underfunding are bureaucracy and the low capacity of local authorities to quickly implement projects, as well as delays in public procurement. This creates additional difficulties in the process of restoring the country’s infrastructure after the armed conflict.
