Cabinet of Ministers Approves Employment Strategy Until 2030 and New Labor Code

The Cabinet of Ministers of Ukraine has adopted the Employment Strategy for the period until 2030, as well as approved an action plan for 2026–2028 for its implementation. The main goal of this strategy is to define key areas of state policy in the field of employment aimed at supporting the socio-economic development of the country.

Main Directions of the Employment Strategy

Within the framework of the new strategic approach, it is planned to address issues of personnel shortages that are significant for the economic recovery of the state. One important aspect is the implementation of modern digital tools in the labor market, which will contribute to the effective realization of employment policy. Another task is the gradual alignment of the national employment system with the standards of the European Union.

Labor Legislation Reform: What Changes Await the Labor Market

The government has also approved the draft of the new Labor Code of Ukraine, which will mark the beginning of a large-scale reform of the labor market, which has been operating under the norms of the 1971 code. The updated labor legislation is expected to establish clear definitions of labor relations, which will help reduce legal uncertainty and promote the formalization of employment. According to preliminary estimates, the expected volume of labor market formalization could reach 43 billion hryvnias per year.

Among the key changes provided by the new code, the following should be highlighted:

  • introduction of more flexible labor contracts, especially for employees with children and young people;
  • transition to a risk-oriented system of inspections;
  • digitalization of labor relations;
  • implementation of a transparent mechanism for determining the minimum wage in accordance with EU standards.
