From October to December 2025, Ukraine recorded 35 attacks by the Russian Federation on port infrastructure, which is more than double the figure for the same period in 2024. This was reported by Deputy Minister of Development Andriy Kashuba.

Significant Losses for Ports and Vessels
According to Andriy Kashuba, in the last quarter of last year, the Russians destroyed 47 port facilities and damaged 20 commercial vessels. As a result of the continuous attacks from the Russian Federation, the ports of Greater Odesa and the Danube reduced cargo transshipment volumes by nearly 17% compared to the same period the previous year. The total cargo volume in October to December 2025 amounted to 19.2 million tons.
“These are not isolated strikes, but a repeated tactic of pressure on the economy and the civilian population. This clearly shows that the enemy is trying to disrupt communications, complicate exports, and destabilize the region, primarily Odesa,” he said.

Despite significant threats and security challenges, exports from the country’s ports continue to be carried out. To support entrepreneurs affected by the strikes from the Russian Federation, a special compensation program for small and medium-sized businesses operating in the port infrastructure sector is being prepared.
