From January to November 2025, IT services accounted for 42% of total service exports, which made up 12% of Ukraine’s overall exports. Monthly revenue from IT service exports was approximately 543 million USD. However, in 2025, this figure was 3% lower than in 2021 and nearly 10% less compared to the peak year of 2022. Overall, service exports for 2025 decreased by 9%, totaling 14.33 billion USD, while the total export of goods and services fell by 5% to 49.21 billion USD.

Growth of “Diia.City” Residents and Tax Revenues
The number of resident companies under the special tax and legal regime “Diia.City” increased from 1,500 to over 3,000 within a year. These companies currently employ 139,000 specialists. Among the residents are over 450 Ukrainian defence-tech companies. If in 2024, “Diia.City” residents paid over 18 billion UAH in taxes, then in the first 11 months of 2025, this amount reached 31 billion UAH.

“Diia.City” is a special legal and tax space created to stimulate the development of the IT industry, offering IT companies preferential taxation, flexible forms of collaboration, protection of intellectual property, and transparent conditions for attracting investments.
