Ukraine Calls on the EU to Decide in December on Frozen Russian Assets for Budget Financing

Ukraine has appealed to its European partners to make a political decision in December regarding the use of frozen Russian assets for financial support of the state budget. This concerns a reparations loan of €140 billion, which is to be secured by these assets.

Prospects for Financial Assistance

The issue of allocating funds was discussed at the previous summit, but no agreements were reached. A final decision is expected during the European Union summit scheduled for December 18. Ukraine emphasizes the importance of participating in determining the priority areas for the use of funding and expects partners to establish a clear structure and mechanism for providing assistance.

“European leaders failed to reach an agreement on a loan for Kyiv last month and will discuss it again at the summit on December 18.”

Sources and Amounts of Necessary Support

According to Kyiv’s calculations, by 2026-2027, the budget deficit will reach €135.7 billion, making financial assistance critically important for the country’s economic stability. The European Commission expects a prompt response from EU countries to proposals for financing Ukraine.

Currently, three key sources of support are being discussed: a reparations loan, bilateral grants from individual European states, and joint borrowing of funds by the European Union. The final mechanism and conditions for providing funding are to be determined in the coming month.
