International Support and Ukraine’s Economic Prospects

Serhiy Marchenko added that in 2026, international assistance will remain a key factor in supporting financial stability, restoring the economy, and attracting foreign investments. He also highlighted the importance of strengthening Ukraine’s financial system. Due to the growth of domestic revenues and stable financing, the country is gradually reducing its budget deficit.

As of the end of the first quarter of 2025, revenues from the general fund of the state budget increased by 1 billion dollars compared to the same period last year. At the same time, through the issuance of government bonds, 3 billion dollars have already been raised for the budget in 2025. It is projected that the budget deficit will decrease to 19.4% of GDP in 2025, while in 2024 it was 24%.

Funding from International Sources and the ERA Program

The Finance Minister noted that Ukraine is receiving additional funds under the ERA program, which currently provides 50 billion dollars. These funds are financed from the revenues of frozen assets of the Russian Federation, contributing to the stabilization of the economy and the fulfillment of the country’s financial obligations.
