Ukraine’s GDP in 2025 Remained 21% Below Pre-War Levels

In 2025, Ukraine’s gross domestic product was only 79% of the pre-war level of 2021. The economic situation remained challenging due to regular shelling of critical infrastructure, which deprived the country of key drivers of economic growth.

External Financing as a Key Support Factor

In 2025, external financial assistance reached $52.4 billion, becoming the main source of support for the economy. According to preliminary estimates, Ukraine’s nominal GDP in dollar terms was approximately $207 billion, exceeding the figure for 2021 ($200 billion). At the same time, real GDP still lagged 21% behind the pre-war level.

Industry and Construction: Negative Dynamics

A number of key economic indicators showed a decline. In particular, industrial production in 2025 decreased by 2.4%, while in 2024 there was an increase of 3.6%. The growth in the volume of completed construction work also slowed down: in 2025 it amounted to 12% — compared to 15.5% in the previous year.

Economic recovery in 2026 continues to be hindered by a number of factors, including: the ongoing war, electricity shortages, high tariffs for businesses, labor shortages, the impact of the CBAM mechanism, and restrictions on maritime logistics.
