Ukraine to Receive $6.35 Billion in Grant Aid from Switzerland for Reconstruction

The Cabinet of Ministers has submitted for parliamentary consideration the agreement between Ukraine and Switzerland regarding cooperation in the post-war reconstruction of the country. This document was signed during the Ukraine Recovery Conference 2025 in Rome and establishes a legal framework for long-term support of critical infrastructure.

Financial Support and Priority Areas of Assistance

Under the terms of the signed agreement, the Swiss government plans to allocate 5 billion Swiss francs (equivalent to $6.35 billion) to Ukraine in the form of grant funding by 2036. According to the agreements, these funds are intended for non-repayable financial and technical support aimed at purchasing goods and services from Swiss companies.

The funding will be distributed among key sectors, including energy, transport and mobility, machinery, construction, water supply, as well as measures for emergency prevention and response.

Transparency and Sustainable Development

The document provides for the implementation of a transparent project selection mechanism through public procurement in accordance with Swiss legislation. Special emphasis is placed on the effectiveness of the impact on the recovery process, contributing to the achievement of sustainable development goals and the ecological (“green”) transition.

Additionally, the agreement aims to create new jobs and develop vocational education for Ukrainian specialists in relevant fields.

The agreement, signed during the Ukraine Recovery Conference 2025 in Rome, establishes the legal foundations for long-term support of Ukraine’s critical infrastructure.
