The opening of exports for Ukrainian military technologies has become an important step for the development of the domestic defense industry. According to experts, this decision will significantly expand the scale of weapon production, reduce risks associated with the war, and ensure regular supplies of modern weapons for the Armed Forces of Ukraine.

Potential of the Ukrainian Defense Industry and Western Interest
Currently, the production capacities of Ukrainian defense industry enterprises are utilized at only 30-40%. Experts are convinced that unlocking exports will allow for the full engagement of unused resources by entering into new international contracts. There is a particular demand in the West for Ukrainian technologies in the fields of communication and software solutions that were developed during the war.
The opening of exports pursues two main goals: first, to respond to the needs of Ukrainian manufacturers who emphasize the importance of entering foreign markets for further development. Second, to create legislative conditions for establishing production sites of Ukrainian companies in EU countries. This will not only facilitate the supply of weapons to Ukraine but also protect production facilities from Russian attacks.
First Export Licenses and State Control
Ukrainian President Volodymyr Zelensky has approved the personal composition of the Interagency Commission on Military-Technical Cooperation and Export Control, which includes 17 specialists. Ukrainian enterprises have already received the first official licenses for weapon exports.
“Exports will be conducted under control and with an unconditional priority on the needs of the Defense Forces. In the areas of UAVs, electronic warfare, and reconnaissance, our capabilities already exceed the volumes of domestic procurement. Coordinated exports allow for attracting investments, scaling production, and launching new technologies for the Ukrainian army,” emphasized Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine.
The total production capabilities of the Ukrainian defense industry already exceed 55 billion dollars. Thanks to the opening of exports, the industry has a chance to attract investments and implement advanced technologies, which will ultimately strengthen the country’s defense capability.
