The state enterprise “Guaranteed Buyer” paid UAH 52.73 billion to renewable energy producers from January 1 to December 22, 2025. The majority of this amount—UAH 45.31 billion—was transferred for electricity generated in 2025. Additional payments for previous years include: UAH 4.82 billion for 2024, UAH 1.57 billion for 2023, UAH 1.03 billion for 2022, and UAH 0.01 billion for 2021.

Details on Settlements and Purchase Volumes
The settlement level of the state enterprise with renewable energy producers for various years is as follows: 95% for 2025, 89.3% for 2024, 99.2% for 2023, and 66.2% for 2022.
In 2025, “Guaranteed Buyer” purchased 6.407 million MWh of electricity from renewable sources. Among the purchased electricity, solar energy dominated, accounting for 92.84%. Wind energy made up 2.75%, bioenergy 2.56%, and hydropower 1.85% of the total volume.
The Role of “Guaranteed Buyer” in the Development of Green Energy
The state company “Guaranteed Buyer” plays a key role in supporting the development of renewable energy in Ukraine. It purchases electricity generated from renewable sources at a fixed tariff, creating favorable conditions for producers and contributing to an increase in the share of clean energy in the country’s energy balance.
“Guaranteed Buyer” paid producers UAH 45.31 billion for electricity purchased in 2025. For 2024, UAH 4.82 billion was paid, and for 2023—UAH 1.57 billion. Additionally, “Guaranteed Buyer” paid UAH 1.03 billion for 2022 and UAH 0.01 billion for 2021.
