In the first seven months of 2025, Ukraine demonstrated a 13.2% increase in metal product consumption (rolled products and semi-finished products) compared to the same period last year. The total volume of metal product consumption reached 2.302 million tons, indicating a gradual recovery of the domestic metallurgy market.

Production and Export Dynamics of Metal Products
According to the results for January-July 2025, Ukrainian metallurgical enterprises produced 3.62 million tons of rolled products. Compared to the same period in 2024, this is a decrease of 2.8%. A total of 2.182 million tons of metal products were exported, which is 9.3% less than last year. The export share in total production for the seven months was 60.2%, whereas the previous year this figure was 64.5%. At the same time, the majority of exports — 81.5% — were directed to European Union countries.
Meanwhile, metal product imports to Ukraine during this period increased by 21.2%, reaching 862.7 thousand tons. The domestic market received 1.44 million tons of rolled products and semi-finished products, which is 8.8% more than in the same period of 2024.
The Role of the Construction Sector in Demand Growth
A key factor in the increase in metal product consumption in 2025 was the activation of construction work. Despite the overall index of completed construction works in January-May decreasing by 7.5% compared to the same period last year, there was a significant increase in the non-residential construction sector — by 21.6%. The share of new construction in the total volume of completed works reached 45%.
The main export market for Ukrainian rolled products has become the EU (81.5%).
