Turkey Strengthens Its Position in the Ukrainian Metal Products Market Due to Lower Prices

After the onset of the full-scale aggression by the Russian Federation, the import of steel products into Ukraine significantly increased. In the initial months, this was a forced step to cover the deficit that arose due to the loss of about 40% of domestic metallurgical capacities. However, by 2024, Turkish imports began to occupy key positions in the Ukrainian metal products market.

Growth of Turkish Metal Products Share

The share of metal products from Turkey in the total imports to Ukraine has rapidly increased: if in 2021 this figure was 17.8%, by 2024 it reached 51.5%. According to forecasts, by the end of this year, the share of Turkish metal may exceed 60%. It is expected that the signing of a free trade agreement between Ukraine and Turkey will contribute to further growth in mutual trade – up to $10 billion per year, while last year this figure was $6.4 billion. At the same time, the document provides for the possibility of implementing anti-dumping measures in case of a sharp increase in the import of Turkish metal products.

Price Advantage of Turkish Metal Products

The main competitive advantage of Turkish manufacturers is the significantly lower price – it can be up to 20% less compared to European products. This is explained by the fact that Turkey has not imposed restrictions on the supply of raw materials from Russia, allowing Turkish metallurgical companies to actively use Russian raw materials and semi-finished products, which helps to reduce production costs.

In this regard, Ukraine is considering the possibility of implementing trade restrictions on the import of metal products made using Russian raw materials, following the example of European mechanisms for protecting the domestic market.
