Starting September 1, communities in Ukraine will have the opportunity to apply for funding for recovery projects from the State Fund for Regional Development (DFRR). In 2025, the state budget allocates 1 billion hryvnias for these purposes. After a three-year hiatus caused by the full-scale war, the DFRR has resumed its activities to support regions in rebuilding infrastructure.

Priority – Frontline Communities, but Other Regions Will Also Receive Support
The main focus is on frontline communities, although other regions are also eligible for funding. The DFRR is a special state fund designed to develop regions through the implementation of infrastructure projects that will contribute to the recovery and improvement of local communities’ lives.
Application Submission Procedure and Funding Conditions
Applications will be accepted from September 1 to September 10, 2025, through the digital platform DREAM. Applications can be submitted by communities not located in areas of active hostilities. The cost of each project must not exceed 50 million hryvnias, and they must be implemented by the end of 2025. Funding will be carried out within the framework of a transitional model for managing public investments.

Thus, the projects implemented in 2025 will serve as pilot initiatives for further scaling up support for regions. The DFRR plans to allocate 90 billion hryvnias over three years, which will significantly enhance infrastructure development across the country.
