The Ministry of Digital Transformation of Ukraine has announced the launch of a large-scale project called AI Factory, the main goal of which is to create a modern infrastructure for the development and implementation of artificial intelligence services in the country.

AI Factory: Key Elements of the New AI Infrastructure
According to the ministry, AI Factory will become a comprehensive network of data centers and servers that will allow for the processing of large volumes of data within Ukraine. The agency emphasizes that this is important for ensuring digital security and the technological independence of the state.
As part of the project, integration with state registries is planned, which will enable various AI models to quickly access the necessary information. The creation of software for training models, processing tools, monitoring, and automating processes is also envisioned, along with the launch of training programs for specialists in this field.
Implementation of AI Agents in Government Applications
Thanks to AI Factory, modern AI agents will appear in government applications. In particular, the “Diia” app already includes an AI-based assistant. This feature was announced in May 2025 and is intended to assist citizens in obtaining government services and navigating the service. An AI agent for the “Mriya” app will also operate on the basis of the new infrastructure, and further implementation of AI technologies is planned in the medical and defense sectors.
AI Factory includes the following key components:
- technical infrastructure: GPUs, servers, data storage;
- software: environment for training models, tools for processing and monitoring data;
- integration with state registries for access to necessary information;
- system for training personnel in the field of AI.
“The ministry believes that having its own AI infrastructure is the foundation of the country’s sovereignty in this area, as well as a necessary step for launching secure solutions for citizens and the defense sector.”
So far, the agency has not disclosed the cost of the project, the current stage of its implementation, or the specifics of integrating AI Factory into the energy sector, which has suffered losses due to the war.
Earlier, Ukraine joined a global agreement on the ethical implementation of artificial intelligence systems, highlighting the country’s ambition to lead in this field.
