The Ukrainian government, in collaboration with the World Bank, is working on a new support program for internally displaced persons (IDPs) in the area of housing provision. One of the key elements of this policy has already become the joint HOPE housing repair project, aimed at restoring housing stock for those who have lost their homes due to the war.

Housing Vouchers and Priority Categories of Recipients
The expanded program provides an opportunity for IDPs from temporarily occupied territories to obtain housing in place of what they have lost. In particular, the implementation of housing vouchers is planned, which can be used to purchase new housing, make a down payment on a mortgage, or pay off a mortgage loan. Assistance will be provided in stages: first, it will be received by combat participants and families of fallen defenders, followed by people with disabilities, large families, and orphans, and in the final stage, other categories of internally displaced persons.
Thanks to the HOPE project, over 94,000 Ukrainian families have already received compensation for housing restoration through the “eRestoration” mechanism.
