The Ukrainian government continues to actively implement support programs for internally displaced persons, investing significant funds in the construction of municipal housing. Recently, the Cabinet of Ministers allocated nearly ₴1.2 billion for the construction of apartments for displaced persons from Mariupol. The apartments will be offered for rent under preferential conditions and will be fully ready for occupancy – with repairs, furniture, and household appliances. The project is being implemented in cooperation with the Kyiv Regional Military Administration, as well as the Mariupol and Bila Tserkva communities.

New Social Infrastructure for Mariupol Residents
The first residential quarter for Mariupol residents began construction in December last year in Bila Tserkva. As part of the first phase, 1,000 apartments are planned to be built, with completion expected by the end of 2026. The project includes the creation of modern social infrastructure – kindergartens, a school, outpatient clinics, as well as the establishment of an accessible environment and special apartments for people with disabilities. The project is funded by the state budget, contributions from the Mariupol community, and support from partners in the European Union. The initiative “My Home. Ukraine” aims to provide displaced persons with quality housing and facilitate their return to stable living conditions.
Additional Funds for Compensation and Social Housing
In addition, the government has made a decision to provide additional funding for housing programs for displaced persons from temporarily occupied territories. An additional ₴7.7 billion has been allocated for these purposes. The majority of this amount – ₴6.6 billion – will be directed towards direct compensation for lost property. Another ₴1.1 billion is earmarked for the development of the social housing fund, which is intended to provide sustainable support for people who have been forced to leave their homes.
“My Home. Ukraine” is aimed at ensuring affordable housing as a key element in the return of displaced persons to stable living conditions.
