Ukrainian Recovery Agency and Partners Implemented Projects Worth €1.8 Billion in 2025

The State Agency for Recovery and Development of Infrastructure of Ukraine, together with international partners, implemented joint projects in 18 regions of the country totaling €1.8 billion throughout 2025. The main areas of this activity include the renewal of road infrastructure, particularly the construction and restoration of bridges, modernization of border facilities, as well as support for housing and communal services and the IT sector. An important part of the cooperation was the signing of 17 Memorandums with international donors.

Restoration of Housing Stock and Infrastructure Development

Over the past year, more than 160 multi-apartment residential buildings in Kharkiv have been completed or are in the final stages of major repairs. This has significantly improved living conditions for the city’s residents and contributed to the stabilization of the social situation on the ground.

Innovative Financial Instruments for Community Recovery

In addition, the organization The Possible, together with the city of Voznesensk in Mykolaiv Oblast, signed a Memorandum of Cooperation to implement a pilot project for community recovery funding through Social Impact Bonds. This mechanism allows for attracting funds from donors, businesses, and social service providers to implement projects, with the return on investment occurring only upon achieving specified social outcomes. This approach enables communities to find effective solutions to the most pressing problems, while allowing donors to invest in projects with proven social impact.
