EU Invests €40 Million in Defense Fund for the First Time and Expands Cooperation with Ukraine

The European Union is taking a historic step by investing 40 million euros in a specialized defense fund for the first time. The aim of this investment is to strengthen the military capabilities of the EU and support the implementation of innovations in the security sector.

Attracting Investment in the European Defense Industry

The European Investment Fund (EIF), which specializes in financing small and medium-sized enterprises, plays a key role in this initiative. The EIF will contribute funds to the defense fund being established by Keen Venture Partners, which has a target volume of 125 million euros. It is worth noting that a significant increase in funding from the European Investment Bank (EIB) is also expected, which, along with the EIF, is part of the EU structure: this year, the EIB plans to double its investment in defense projects.

Partnership with Ukraine and New Opportunities for the Defense Sector

The first stage of fundraising by Keen Venture Partners will take place in the third quarter of 2025. The fund plans to support between 20 and 25 innovative startups that create new opportunities for the development of the European defense sector. Importantly, EU member states have already agreed to establish a large-scale credit mechanism called Security Action for Europe (SAFE) with a total budget of 150 billion euros. This decision is aimed at stimulating investment in Europe’s defense industry.

Ukraine has also received partner country status, opening new opportunities for participation in supply chains and joint defense procurements within the EU. Ukrainian Prime Minister Denys Shmyhal emphasized the significance of this step:

“An extremely important decision for strengthening the security of EU countries, Ukraine, and the entire continent.”

Thus, the SAFE initiative and the establishment of a specialized defense fund aim to enhance cooperation in the security sector, promote innovations, and provide reliable support for the defense sector of European countries and Ukraine.
