The European Union is preparing to implement the 19th package of sanctions against the Russian Federation, aimed specifically at combating the shadow fleet that transports Russian oil in circumvention of existing restrictions. The issue of vessels operating under various flags is gaining particular significance due to its impact on the Russian economy, as well as the threats to the security and ecology of EU countries.

Enhanced Control and New Inspections
The EU is discussing a draft declaration that envisions improving the mechanisms of international maritime law. If the relevant amendments are adopted, law enforcement agencies of EU member states will gain the authority to board suspicious tankers and conduct inspections on board. The final text of the declaration is expected to be prepared by the end of November, with approval to take place at the next meeting of the foreign ministers of EU countries.
After agreeing on the new rules, the EU plans to negotiate with the countries under whose flags Russian vessels operate regarding the organization of inspections of Russia’s shadow tankers. Initial results are already emerging: Panama has agreed to revoke registrations for vessels that are subject to EU sanctions and has also decided not to register tankers older than 15 years.
New Sanctions and Further Restrictions
The EU’s High Representative, Kaja Kallas, noted that the 19th package of sanctions against Russia could be approved very soon. The next step will be the development of the 20th, “anniversary” package of restrictions, which, according to Lithuanian Foreign Minister Gabrielius Landsbergis, may include additional restrictions on the import of goods from Russia and Belarus, as well as new sanctions targeting the energy and financial sectors of the Russian Federation.

In particular, the Russian Federation may use shadow fleet vessels as platforms for hybrid attacks.”
