Despite the harsh sanctions, the United States issued a special license allowing certain transactions related to the construction project of the Paks II nuclear power plant in Hungary, which is being carried out by the Russian corporation “Rosatom.” This license includes exceptions from the American sanctions imposed against the financial sector of Russia in response to the full-scale war against Ukraine.
