Analysts note that in 2025, the highest concentration of registered businesses in Ukraine is observed in several key regions. The city of Kyiv consistently holds the first place: as of early September 2025, there are 34,655 new individual entrepreneurs and companies registered here. This is the highest figure among all regions of the country.

Dynamics of Business Openings in Major Regions
Dnipropetrovsk region ranks second in the number of newly established business entities – 21,069. Lviv region, which remains one of the centers of entrepreneurial activity in western Ukraine, takes third place with 17,096 registered businesses. Kyiv region, with a result of 16,233 new enterprises, occupies fourth place. Closing the top five is Odesa region – here, 15,954 business entities are registered.
Foreign Investors and Business Geography
In recent years, there has been a growing interest in registering businesses in Ukraine among foreign citizens. From 2022 to 2025, the largest number of new companies and individual entrepreneurs with foreign capital were opened by representatives from Turkey, the USA, Poland, Germany, and the United Kingdom. Each year since the onset of the full-scale war, experts have recorded a steady increase in the number of businesses with foreign investments from almost all of these countries.
