The Interdepartmental Commission on International Trade of Ukraine (ICIT) has initiated an anti-dumping investigation into the import of flat coated products from Malaysia. This is related to suspicions of evading established customs duties by supplying products of Chinese origin through Malaysia, which may be used to avoid customs payments and anti-dumping duties.

Justification for the Investigation and Its Purpose
According to information published in the newspaper «Government Courier», local producers – the companies «HEVI METALL» and «MODULE-UKRAINE» – have approached the Ukrainian government with relevant complaints. They provided evidence indicating a change in trade routes following the introduction of anti-dumping duties on Chinese steel in 2023. There has been an increase in imports from Malaysia while supplies from China have decreased.

The Ministry of Economy of Ukraine confirmed that there are grounds to believe that this import is an attempt to circumvent customs duties, including anti-dumping customs policy. In this regard, decision No. AD-575/2025/441-01 was made to commence the investigation in cooperation with the State Customs Service.
Scope and Conditions of the Investigation
During the investigation, importers from Malaysia must pay advance contributions to the deposit account of the State Treasury Service. This ensures the payment of customs duties in case the fact of evading customs regulations is confirmed. The Ministry of Economy has urged interested parties to provide factual information in Ukrainian within the legally specified timeframes.
The commission’s decision takes effect 10 days after its official publication. According to data, in 2025, over 268 thousand tons of flat metal products were supplied to the Ukrainian market, which is 28.8% more than in the corresponding period of 2024. The main importing countries in the first quarter of 2025 were Turkey, Poland, Slovakia, China, and Italy. In 2024, the volume of imports of the relevant products amounted to about 983 thousand tons, which is 8.3% more compared to the previous year.
