The Ministry of Economy has presented the key directions of a new Employment Strategy aimed at addressing the profound changes that have occurred in the Ukrainian labor market due to the full-scale war. The situation in the labor market is worsening, and more people are facing difficulties in finding work, particularly veterans, individuals with disabilities, women, older adults, internally displaced persons, and Ukrainians living abroad.

Challenges and New Risk Groups in the Labor Market

Currently, approximately 4.65 million internally displaced persons are officially registered in Ukraine, of which nearly 2 million are of working age. More than 6.9 million Ukrainians are outside the country, which also significantly impacts the overall structure of the labor market.

The Ministry of Economy emphasizes that full economic recovery of the country is only possible with the active participation of all social groups in labor processes. This is why inclusivity is becoming not just an important component but a necessary condition for sustainable economic growth. The new Employment Strategy includes the development of career counseling, the implementation of internship and retraining programs, the creation of mechanisms for retraining veterans, and support for integration programs.

Job Vacancy Trends and Housing Offers from Employers

The State Employment Service reports an increase in the number of job vacancies offering housing, which is a response to the labor shortage in the market. Over 230,000 current job offers are available daily on the Unified Job Portal, and since the beginning of the year, employers have submitted more than 2,000 vacancies indicating the possibility of providing housing. This figure is 30% higher than the same period last year. Throughout the past year, there were 3,500 such vacancies, with the highest concentration observed in Kyiv and the Kyiv region.
