The Number of Job Vacancies for Pensioners is Increasing in Ukraine: Their Salaries Reach Up to 20,000 Hryvnias

Україна переживає гострий кадровий голод. Роботодавці залучають пенсіонерів, пропонуючи зарплати у ₴20,000.

There is a significant imbalance in the labor market in Ukraine: the number of available job vacancies exceeds the number of job seekers. This is especially felt in the capital, where around 75,000 vacancies have been opened, while the number of unemployed is only 3,000. This was reported by the Director of the State Employment Service, Yulia Zhovtiak, during the Business Wisdom Summit 2025 conference.

Staff Shortages and Their Regional Features

According to Zhovtiak, the situation with staff shortages is typical for most regions of the country. For example, in the Lviv region, there are 24,000 vacancies for only 5,000 potential candidates. The greatest shortage of staff is felt in the industries of manufacturing and education, which complicates the stable operation of enterprises and educational institutions.

Increase in Job Offers for Pensioners and Salary Levels

There has also been a significant increase in the number of job vacancies for pensioners – over the past year, their number has increased by 50%. If in February 2024 there were about 4,391 offers for people aged 50 and over, by February 2025, this number has risen to 6,150. Most often, job vacancies for pensioners are offered in the transportation sector, automotive business, manufacturing, service industry, and healthcare.

“The median salary for vacancies aimed at pensioners reaches ₴20,000 ($484).”

According to estimates from the Ministry of Economy, the unemployment rate in Ukraine last year was 18.2%. In 2025, it is expected to decrease to 17.7%, and by 2027 to 16.5%, indicating a gradual improvement in the labor market situation.
