Public Investment in the Domestic Defense Industry Increased 100 Times Since 2023

Over the past three years, the volume of public investment in the Ukrainian defense industry has shown rapid growth. From 2023 to 2025, investments in the sector increased nearly 100 times: while in 2023 the amount was $1.1 million, by 2024 this figure had reached $28.7 million, and in 2025 it climbed to $105.2 million. At the same time, experts emphasize that the actual scale of the market significantly exceeds the published data, as about 30% of transactions remain undisclosed.

Focus on Innovative Directions in the Defense Industry

The largest investments are directed towards the development of unmanned systems and autonomous technologies. This includes unmanned maritime platforms, drone autonomy, unmanned aerial vehicles, and ground developments. Analysts note that the market shows signs of maturity: there is a noticeable increase in the share of investments in expansion and follow-on funding rounds.

Average Deal Size and Launch of the Investor Platform

The average investment check for early-stage startups has also significantly increased. For instance, the average deal size at the Pre-seed stage rose from $215,000 in 2023 to $718,000 in 2025. At the Seed stage, this figure increased from $1.8 million in 2024 to $2.9 million in 2025.

Another important step in attracting investments was the establishment of the UCDI Investor Club by the Ukrainian Council of Armaments — a platform that connects institutional investors with Ukrainian defense companies. Its goal is to stimulate funding for Ukraine’s defense ecosystem. The club has already welcomed 15 investment funds, including Darkstar VC, MITS Capital, Green Flag Ventures, and Angel One Fund.
