Ukraine continues to invest in the development of industrial grain processing facilities, even amid uncertainty regarding exports to the European Union. In 2025, the country plans to open two new enterprises specializing in the processing of grain crops.

New Factories in the West and Poltava Region
According to the director of the “Ukrainian Millers Association,” Rodion Rybychynskyi, construction is underway in western Ukraine for a facility that will produce flour from hard wheat varieties with a capacity of up to 150 tons per day. In addition to flour, this facility also plans to establish production of pasta. In the Poltava region, another factory is being prepared for launch, specializing in processing grain into cereals with a capacity of up to 100 tons per day.
Industry Prospects and Export Challenges
Rybychynskyi notes that there are promising niches in Ukraine’s milling sector. Specifically, this involves not only the production of flour or cereals but also the creation of combined products. The cost of investing in the construction of a new mill or cereal processing plant in Ukraine starts at 3 million dollars, although there are examples of larger projects with budgets of up to 15 million dollars. The possibility of establishing a number of milling enterprises along the Black Sea coast is also being considered, following the example of Turkish producers.
At the same time, he states that flour and cereal producers expect a reduction in supplies to the EU after the expiration of autonomous trade measures. Notably, the EU accounts for 75% of exports of these products.
Since the onset of the full-scale war, exports of flour and cereals from Ukraine have decreased by 50%. The main reasons for this decline have been logistical difficulties and a reduction in domestic production. In light of the potential decrease in exports to the EU, the industry is seeking new markets and opportunities for the development of the processing sector within the country.
