The Government of Ukraine has launched a pilot initiative to create a municipal rental housing fund. Within the framework of this experimental project, housing will primarily be provided to veterans, families of fallen defenders, military personnel, internally displaced persons, orphans, as well as education, healthcare, and utility workers.

Conditions for Receiving Housing and Principles for Determining Rent Costs
The apartments offered under the program will have an area of 40 square meters for a family of two. All premises will be fully ready for living, equipped with necessary furniture and appliances. The rent will be determined by a special formula that takes into account the characteristics of each region and will be significantly lower than the average market level. The estimated monthly rent for a one-bedroom apartment will be around ₴6,000.
First and foremost, such housing will be provided to veterans, relatives of fallen defenders, military personnel, internally displaced persons, orphans, teachers, doctors, and utility workers.
Organization and Funding of the Project
The local communities will be the direct clients for the construction. To expedite the process, the documentation will be developed based on already completed project solutions, which will also help optimize costs. The project will be funded through local budgets, as well as through loans and grants from partner organizations.
In addition to creating additional opportunities for the integration of internally displaced persons into new communities, this initiative aims to stimulate the return of Ukrainian citizens to their homeland.
For comparison, in May 2025, the average monthly rent for a one-bedroom apartment in Ukraine was ₴7,504, which is 3.9% higher than at the beginning of the year.
