OpenAI Launches Initiative to Create AI Hubs Worldwide

OpenAI has unveiled a new partnership initiative called OpenAI for Countries, aimed at supporting nations that seek to establish artificial intelligence (AI) infrastructure in accordance with democratic principles.

The project will encompass the first dozen countries or regions that will join in implementing this initiative, which is part of a larger program called Stargate, announced in January 2025 with the participation of President Donald Trump, Oracle, and SoftBank. The first Stargate supercluster has already been launched in Abilene, Texas, highlighting OpenAI’s commitment to developing AI infrastructure.

“We are hearing requests from many countries that want to have their own Stargates – their own AI hubs. It is clear that such infrastructure will be the foundation for future economic growth and national development,” stated OpenAI.

As part of the initiative, OpenAI offers countries:

  • the creation of secure data centers for processing local data and ensuring sovereignty over it;
  • localized versions of the ChatGPT chatbot, adapted to the language, culture, and needs of society;
  • enhanced safety standards and human rights protections in the use of AI;
  • co-funding for national startup development funds to stimulate economic growth;
  • partner investments in expanding Stargate to strengthen the global presence of democratic AI led by the United States.

“We want to help countries create AI that is based on freedom of choice, transparency, protection against abuse, and prevention of authoritarian control. This will be AI ‘by, for, and of’ the citizens of each country,” emphasized OpenAI.

The company plans to begin the implementation of the project with ten countries or regions during the first phase and subsequently expand the initiative. It is worth noting that the energy source for the Stargate joint venture will be renewable energy from SB Energy, supported by the Japanese SoftBank Group. The latter is investing over $40 billion in OpenAI.
