The Ukrainian government plans to allow the export of defense products as early as May 2025, a process that has been actively worked on at various levels for several months. It is known that the president has already approved the opening of exports, and responsible officials are developing a procedure for conducting full-fledged commercial sales abroad.

According to Forbes, there are currently three main scenarios for the export of defense products:
- The first option involves the case-by-case approval of each individual contract. Currently, the export of military technologies from Ukraine is not legally prohibited, so manufacturers have been able to submit their proposals, but they usually received negative responses.
- The second scenario suggests allowing manufacturers to export up to 50% of the volume of Ukrainian contracts, with part of the revenue from exports needing to be allocated for the purchase of weapons for the Armed Forces of Ukraine.
- The third option involves the creation of a special fund, where an additional duty of 20% on the export of defense industry products is planned to be directed. These funds will be used to purchase necessary weapons for the army.
