Housing Prices in the Primary Market in Ukraine: An Analysis of Regional Changes

In the primary housing market in Kyiv, the average cost per square meter has reached ₴54,000 ($1,301). Over the past six months, the price has increased by only 1%. Thus, Kyiv has fallen behind Lviv, where the median price per square meter is ₴57,600 ($1,388), which is 8% higher than the capital. In Lviv, prices have risen by 3% over the past six months.

Price Dynamics in Key Cities

Overall, the situation in the primary real estate market across Ukraine remains dynamic. Ivano-Frankivsk and Ternopil have dropped out of the top ten most expensive cities in terms of housing prices, with the cost per square meter at ₴32,100 and ₴32,000 respectively. Despite this, prices in these cities continue to rise — by 5% in Ivano-Frankivsk and by 9% in Ternopil.

The lowest prices in July were recorded in Zaporizhzhia — ₴25,000 ($602.5) per square meter, as well as in Sumy (₴26,000) and Kharkiv (₴27,900). At the same time, Odesa has become the absolute leader in price growth: here, the cost per square meter has increased by 14% over six months, reaching ₴46,200 ($1,113).

Reasons for Price Increases and Decreases

However, some regions have seen a decrease in prices. In particular, in Kropyvnytskyi, the cost per square meter has decreased by 13%, now standing at ₴39,900. In Zaporizhzhia and Dnipro, the drop was 7% — to ₴25,000 and ₴45,800 respectively. Analysts cite the security situation as the main factor for the price decline in these cities.

Analysts predict that the development of mortgage lending will further boost demand for new housing, and the primary market will continue its growth.

Thus, despite regional differences, further increases in housing prices in the primary market are expected due to the development of mortgage programs and rising demand.
